Integer operations are actually a seventh grade skill in the common core standards, but in Oklahoma we haven't changed over yet. This year in Oklahoma it is still a sixth grade skill. For some other states, it could be a different grade level. Either way, teaching integers with manipulatives makes it easy enough for many different levels of students.
